Vintage sets recommendations
My main PC is HOFer rookies but I’ve been recently toying with the idea of starting a vintage set. Since my main PC takes up most of my funds, I would like to choose a set with no high-end rookies. Also I will stick to PSA graded cards, so PSA 5/6 to keep costs down.
What are some nice sets to chase?

Personal opinion, I like the 71-72 sets the best. Topps only has the Dryden, OPC has Lafleur and others so it is harder. Also really like the 54-55 Topps, but it is not cheap by any stretch.

Any of the Parkhurst ones from the 60s or before are quite expensive imo. The 1971 O-Pee-Chee/Topps set is good looking imo and it's still pricey in good condition but more affordable.
Anything after 1974ish starts to get cheap minus some star players.
For a vintage set on a budget, I always found the best one to be the 1994 Parkhurst Missing Link Reprint set.

I think you would likely want to consider the 72/73 OPC set. The only catch is no Howe and Hull is in the WHA 3rd series.

Thank you for the suggestions. I am not a huge fan of the design of the 1970s+ sets in addition to being quite large. I'd like to keep the set under 100 cards. I do realize that the 50s and 60s sets are going to be on the expensive side but I'm hoping that by going with low grades will mitigate that

I always liked 1959-60 Topps. I don't think there are any big rookies to collect in the set.

I've just started to collect the 1952-53 parkhursts. Seems much cheaper than the 1951s. Personally I find that the smaller sized cards stand out.

The O-Pee-Chee RC cards between 1980 and 1989 are great, a lot of HOFers with great careers and significant stats in the NHL history. I like the 1984-85 OPC set with RCs like Yzerman, Neely, Lafontaine, Chelios, Andreychuk, Barrasso, Verbeek, plus a lot of Gretzky cards in this set. PSA 8 and lower grades are very afordable, while PSA 10s are quite expensive.

That's a nice set indeed. Are you collecting raw or graded? do you have them uploaded somewhere?
