Lightbulb First pick in the Draft?

Being that the playoffs are coming, and my Raiders are completely out of it, I would like to know who you think deserves the title of the first overall pick. Should the team, the Raiders or Lions, draft the QB that everyone is talking about(Brady Quinn) or should the pick be packaged for more picks? I personally hope the Raiders trade down to get Marshawn Lynch, but that's just me.
