I just worked on a dell laptop about a month ago, and did basically what you are asking. Dell should have provided the OS CD, download killdisk from this site to completely format the HD.
Active@ Kill Disk. Hard Drives Eraser. Free Download.

You will need to follow the instructions provided to install this DOS format progy, on a floppy, and boot the system from the floppy to completely erase the HD. AFter the program has completed its o & 1 writes on the HD, you can boot from the OS cd provided by Dell to reinstall the OS as it was first installed when delivered to you. I would also suggest going to Dell's site to get the most current drivers available for the laptop, and burn them on a cd and install from this CD to the freshly booted Laptop.
