    Ive dealt with the lack of service many times. If everything is ok with the card I would leave neutral and give him all 1 stars for the ratings or in your case I would leave a negative since he already left feedback for your and cant retaliate against your negative leavings.

    The main decision in leaving neutral was that the card arrived and in great condition so I can't really say it was a total negative deal.
