I would go with a neutral feedback or none at all...and a neutral only because he's already left feedback for you.
As for the shipping overcharge, I don't consider that as grounds for bad feedback. If you hadn't found out by now that 99% of sellers inflated their shipping prices, welcome to the real world...and the way I see it, if you agree to pay the shipping charges as stated, no matter how outrageous they are, then it's your fault and not theirs. No if it had been so poorly packaged that the card had been damaged, then obviously there's a problem.
But the delay in shipping is grounds complaint in my mind...and who knows when it would have been shipped if you hadn't emailed him! I have to disagree w/pharm...when you purchase something, unless otherwise agreed upon, you expect to get it in a timely manner. You don't buy something just to wait around until whenever the seller feels like shipping or gets a complaint. You gave him business when you could have spent your money elsewhere, he should appreciate that. There should be an expected level of service, but that's hard to find these days.

OnePimp - yes exactly my thoughts ... not mad at the shipping charges at all, I accepted that the minute I hit the BIN button, but like you said there is an unwritten expectation when it comes to delivery time.

I believe strongly in a negative or neutral in this case. Listen im a ebay power seller i send 15-20 packages daily. If i have a delay of more then 3 days i notify the seller via e-mail the status of his shipment. Some ebay sellers dont get it is the problem or they just dont care. 11 days is far to long to wait for a card in a make shift bubble mailer!! you can buy 500 of them at .11 each so yes the seller is a cheap skate and hes needs to know your not happy! Neutral at least but id consider a negative!!

It doesn't sound like whining to me. It sounds like a legit complaint. The seller received payment immediately, but he turned around and waited well over a week to send? I wouldn't be happy either.

also remember this buyers you can now control how much sellers pay in fees. With the new rating system on ebay if its over 4.8 star average you could save yourself upwards of 4-5% so thats another way of getting him rank him all 1's bring that average right down!!

I took the mid range route and left neutral simply stating
"Seller took 11 days to send, I had to contact them, no communication ... :-( "
Now I'm not going to give any names here on the board but if it turns out this is a member here or any other site for that matter ... I hope you change the way you do business in the future. At least contact your buyers and let them know something!!

I've had that happen a lot, with the new feedback system you can leave + feeback but give him a zero rating for speed of delivery, its more acurate athen just a neg feeback

i still think he asked you to give him a neg. crappy service is asking for a neg.
neutrals don't accomplish anything, negs do. but then again, i expect service for my money, on ebay, at a restaurant, clothing store, and at the mall.
how about at a drive through? if you take my money, you WANT to give me my food fast. there is an obligation here, and he didn't live up to it.
