I think that's part of the problem with the 2 party system. If there were a few more, like a strong libertarian party, a truly conservative party, a liberal party, etc., you'd see more 1 term presidents, and some real turnover in the legislative branch. And if federal judges weren't appointed for life, maybe they'd have to think about the effects of their decisions.
