I know what you mean. Sometimes people don't know the difference like it happened to me on my first sale. Hopefully for me I didn't missed by that much but still.

in my opinion, if the card arrived in the condition promised it doesn't matter if he paid 95˘ in postage or paid $10 in a flat rate box. Now, he shouldn't charge that much, but if it arrives in a timely manner and is not damaged then I wouldn't worry about it.
The seller also shouldn't say it's priority shipping, but maybe his default was set to priority and he forgot to change it.
I wouldn't worry about it really other than knocking his shipping star rating.

It always bothers me when I feel like I didn't get what I expected on EBAY. But I chose to pick my battles also. I know that $3 is more than what I would like to pay - but I know the shipping cost going into the bidding. You certainly have a case if you won an auction and didn't get what was specified. But you did get your goods so.... When this happnes to me I give positive feedback, but a low star rating on shipping (one or two) for this:
"Click on the stars to rate more details of the transaction. These ratings will not be seen by the seller
How reasonable were the shipping and handling charges? "
It doesn't mean much, but it's certainly appropriate.
