He looks totally smashed in that photo.
I have a love/hate thing with Chuck. Sometimes he is hilarious and endearing, but he can also be quite stupid.

That's a very high blood alcohol level. In some separate news articles, I also read that Barkley was trying to get "action" from a female passenger in his car, which led to his bad driving. Since Barkley's married, I'm sure his wife wasn't too thrilled to hear about that stuff.
Overall, it's a very stupid and embarrassing incident. Chuck said years ago he had put a stop to his drinking problems, but it looks like they are back.

I had read that too. I didn't know he was married though. He really wasn't using his brain that night.
