I always collected (and still do) complete sets. For me, it's the thrill of the chase, trying to find those last couple of cards, to finish a set. Although, it can be costly.
For example, it's hard to justify spending $50+ on a Corey Magette rc auto when I could care less about him but it's the final piece to completing a set. I would rather save the money and put it towards something bigger/better (ie: MJ/Kobe or LeBron auto). But, I choose not to.
Also, I think today's collector go after a certain player(s) or teams. Which is fine too.

Personally I believe many people don't set collect anymore because it is expensive and hard to complete.

Way back when, the goal was to collect the whole set of a particular product when only a few products were on the market. During the Great Flood of the 90's, set collecting lost its appeal because it became impossible to keep up with every player in every set for a given year. Set collecting lost its appeal with mainstream collectors. My opinion. This is why I stick to vintage sets. Only on player per set per year. It makes it easier and I enjoy it more.
