Paypal...Really Safe...?

I was just wondering about paypals "full price coverage". Say there was someone selling something one ebay with ZERO feedback and you buy a card from them and you pay. Well weeks go by and no card nor no response from the seller(basically stole your money and ran) what would paypal really do in this case? When you make a dispute will they basically refund your money? Could somebody please explain this or if anybody ever ran into a problem with fighting to get their money back. Thanks

To my knowledge, no. If PayPal cannot access the money through that person's account or secondary money flow (bank account), there is nothing PayPal may do. I may be wrong but I distinctively recall a post when this type of scenario occured and PayPal could not do a thing and the buyers (since he scammed multiple people) had to report to their local authorities.

i would call and talk to a paypal customer service rep just to make sure. I know i bought something for $133.00 a few weeks ago and the clown never sent my item and ignored all my emails, I opened up a paypal dispute and paypal ruled in my favor, however did not refund my $133.00 because the paypal rep said that paypal buyer protection is ONLY for EBAY purchases and if someone buys something online that isnt on EBAY, then paypal wont refund your money (apparently it says that in the tiny small print of the user agreement) so I would call paypal directly just to get the official word from them. hope his helps.

i heard a alot of guys getting scammed by a person outside of ebay. they all won the claims but noone got there money back because his account had been cleaned of all funds and it was outside of ebay. hope that helps

OK thanks for the help everyone. I was mainly talkin about ebay items, if the seller never sent it or whatever reason and you didnt receive it. It says full price covered on the ebay listing if paying by payapl. I was just seeing how true they are to this and how far will they actually go to back up the buyer from getting screwed.

I think Paypal is owned by Ebay. So they may be playing favorites?

I purchased a car stereo on eBay about 2 years ago for $130. It never showed so I filed a PayPal claim and won but PayPal only refunded like $12 because that was all that he had in his account.

I purchased a GPS a couple years back. The unit was received DOA. I filed a claim with paypal and they fully refunded me.

i bought a playstaiton 3 on here and never got it filied a claim...i lost even thouugh i provided paypal with the FALSE tracking number he sent me...
