Ok, I didn't read through the 4 pages of this, mainly because I'm just lazy, lol.
Here are a few things you can do to help with new members (or any member) not following the rules.
If it's in a public thread, use the "report this post" (red exclamation point) button and it will alert the staff to the problem.
If it's in a trade that's been posted in the trade manager (you didn't receive, etc) put it in dispute and someone will handle it.
If it's in a PM, send it to a staff member and they'll handle it. If it's a minor issue such as the new member not wanting to send first, feel free to copy the rule from the rules page and quote it to them. If they still refuse, it might be a good idea to PM a staff member just so we can be made aware of a possible scammer.

I am new here but would fully expect to send first on a trade until I was established here. I may have over 100 transactions on another forum but STILL would send first for a while. I never understood why people do not understand this.

many of us veteran traders are kinda fed up with people backing out of trades and FYI. even with the transfer feedback i still require anyone with less feedback other then staff members to send first.

Thats fine. I dont need/want to trade with you. Theres plenty off other people that are not afraid to send at the same time like your supposed to with the transfer. If your scared thats fine, but when someone has a feedback transfer of over 100 and you want them to send 1st Im sure i wouldnt be the only one to say No to you.

Calm down guys, if you want to debate what "could have been" then take it to PM, but don't get the thread off topic.

I suppose you can ask that, but are you going to tell me that if you decide to trade with someone with 100+ feedback who isn't a staff member that you're going to ask them to send first?
Remember that members are only required to send first until they reach 20 positive feedback, so don't be surprised if your policy doesn't prove fruitful
