Rookies can be in it. Yao played in the game his rookie year. So did MJ, Duncan, Bird, Shaq, etc, etc.
As for Iverson, is he even on the ballot? I thought he was on the West ballot, which means he won't start. Could be wrong about that though. And it's two overall guards, not PG and SG - which I don't like.

on wikipedia it had Yao not on the all-star team. are you thinking of the 1st vs 2nd year players game?
