i think the fraud idea comes in when people are sending/receiving as gifts, when obviously, they are using it for business and not gifts.

If you dont want to send as a gift, then dont deal w/ those people.

It is still going to be my problem when my fees get raised because of the actions of other people and I dont need my fees raised because people are cheap and want to save a few cents....

They dont need to raise fees, they already rip us ebay sellers off... With their ebay fees and then paypal fees when you sell an item.

well fees are the cost of doing business, like paying tax when you buy an item doesnt mean people need to commit illegal acts and as more pople do this then they will be forced to take action. Maybe I am the one of the rare few who sees things If you have Ebay fees and paypal then dont use them. They can be that bad if people are still using them.

Anyone who send a "gift" for payment for goods is a moron plain and simple. The "buyer" will then have no recourse if they never get the the goods they bought.
I send my daughter $$ all the time as a gift. I owed a buddy $$ for a Fantasy Football pool and sent as a gift.
