I get them when the game ends and I would say that most of the time it is the next days starter.

I don't think there is any rhyme or reason for who is charting. You should of went to the Blue Rocks tonight as Matt Barnes was charting. Luckily I got him before he went to his seats.

Usually up in single a its the guys who pitched the day before. Usually the both starters but its always different.

For the Express, Martin Perez and Zach Jackson were charting tonight. And Paul Clemens and Armando Galarraga were charting for OKC.

I've never noticed any pitchers charting in Columbus, and I've been looking lately...Am I missing something?

It will normally be two people one with a radar gun and one with a clipboard that are sitting behind home plate. There are normally 2 per team

Generally when I used to do A ball it would be the previous day's starters (and they wouldn't be hard to spot because the stadium was always fairly empty). There is not, however, a universal system, so the best thing to do would be to try and make it out to a series and find out specific team behaviors. Check with some of the nicer graphers that seem to be regulars at the game as well.
