That's a serious strike on the seller's account. It only takes a couple of those before he's suspended, or worse.

You need to report this to eBay. Sellers like this do not last long on eBay because it not only makes the seller look incompetent, but eBay by extension.

There's no need to report it. By choosing "out of stock" as the reason for cancelation, they were given an automatic strike. One more and their selling privileges could be toast.

Username kakerry420 stole this card from me 2016-17 O-Pee-Chee Platinum Rookie Autograph #RAM Auston Matthews A via not received item, did not answer messages after got the money from the request.
It was tracked but tracking stopped working after it arrived to his postal office.

Ebay username tineth stole this card from me, the exact same card is for sale through different username:

@thorni2 find the post office and call them, they can do some research and maybe update the tracking information, if they found something. I did it once and it worked very well.

Just letting everyone know, I’m not sure exactly when but if you have to refund a buyer for whatever reasons, you will not get your Paypal fees back anymore.... so you’ll have to refund and lose more money in the end!

I know, it's ridiculous. I remember reading this in an email I received from PP several weeks ago and thinking to myself how can that be legal. I know they are a business and provide a service, but imo that should to fall under some sort of Consumer Protection (for the seller). Sorry for the rant, just a blatant gouge. Wish there was a competing way to receive payment from eBay.
The start date will be May 19th, 2020.

Another ridiculous thing I just noticed...
Ebay Reserve Price
So I tried with 10 000$ and the fee for a reserve price is 287$... who is going to pay that? If your item doesn't sell it's almost 300$ thrown into the garbage...
What the hell?

You should just auction it with a starting price of 10000$
