I suspect the guy that ripped the card reads this forum and if he doesn;t receive the card back tracked then the refund will be reversed. Still not sure why you wouldn't take this up with the Burnaby RCMP. Seems you have all the evidence you need to have someone go knock on his door. I believe this is mail fraud and is fairly serious. Or go knock his teeth out.
