Went to my local post office yesterday afternoon and was informed no how, no way can a padded envelope with top loader be classified as a large envelope under the new rate system, because of the rigidity of the top loader inside. The entire envelope must be able to flex, in accordance with the USPS Physical Standards info previously posted in this thread.
Regarding the DC issue, I have never experienced this stipulation and have shipped hundreds of padded envelopes under 3/4" thick with DC. I guess the simple solution is to start adding a peanut or two in the envelope.

Don, I kinda figured they would have something to measure the thickness of a package, I know at the post office here they dont use one and I never seen one used by any of the clerks..They just pick the package up and look at it and go by if they think it is thick enough...Thanks Ed
I only trade by Beckett price guide, not eBay comp or SV, TV..I also do not collect any Panini or Donruss Baseball products..

I never knew they had one but when I seen one day a CLERK pick one up and try to fit it thru the slot I was like what that. Where they gave me the thickness I think you mentioned 3/4" etc.
p.s. Just like ref's in ballgames from the post we seen we see the USPS runs rules differently for each CLERK.
