well what i suggest you do is you can call up paypal and talk it out with them. did he purchase insurance? did you say that your not responsible if insurance wasn't purchased? i wish the best of luck to you

Actually it's not "verified" or "unverified" that matters - it's whether the address shows as "confirmed" or "unconfirmed" - it's a common mistake.
Verified simply means they've added a bank account to their Paypal account
Confirmed means that paypal has confirmed their address based on credit card address of record or other means.
It is the latter that is important.
Secondly, if it was over $250 (the total Paypal payment, including shipping), then Signature Confirmation is a MUST, DC will not suffice for items over $250.
If the address was not confirmed, and/or the item was over $250, it's an automatic loss for the seller. Your only recourse would be to contact the local authorities and see what, if anything they will do.

UPDATE!!!!!
Well, the buyer emailed me today (2 weeks after DC) and said he just received the cards. He is also asking for a refund because he needed the cards for a show last weekend.
What would you guys do?

I'd tell him hell no! I can even see he's trying to play you for a fool here. One minute he says he never got the cards and now he out of nowhere gets them and comes up with some lame excuse that he needed them for a show last weekend!! And to make things worse he wants a complete refund! Is he offering to send your cards back at least if you do a refund?

I know he received the cards and just tried to sell them at a show. Once he couldn't he decided to file a dispute.
I don't sell much and I think the negative feedback if I don't give a refund will possibly hurt me. I have requested that he leave positive feedback and drop the PayPal dispute before discussing a refund.

If you refund his money, make sure he pays for return shipping, and do not refund the original shipping costs that he paid or the Ebay and Paypal fees. He should cover all of that. But, unless you stated a return policy in the auction, saying you accepted returns, I'd tell him no.
