That is absolutely brutal Sean. I can't believe that a person would ding your account like that without even communicating with you or requesting a transaction cancellation. Brutal. Now you get to spend 45 minutes on the phone (41 minutes of this will be you on hold) to get it removed...if you're lucky!

non-paying buyer from a BIN/BO: miami1497
For your entertainment, not too crazy in the world of eBay but annoying nonetheless:
hi there I am having problems with my bank and paypal sorry for the inconveince could you please cancel my purchase ty Bev
so I check the users feedback. They have received 19 positive feedback for buying since they bid on this item ~5 days ago. Obviously that could be delayed feedback but one of the comments indicated that payment for that item was just received and will be shipped today. So likely they bid on a ton of items and now is trying to be selective about which they pay for. Since I've heard enough horror stories about negative FB on eBay, I know at this point I'm going to have to cancel the transaction or risk sending the card and them saying it wasn't received out of spite or just leaving a neg. FB regardless. so I respond:
A quick look at all your feedback shows that isn't the case. Even one feedback states you've just paid and they'll ship tomorrow (12/12).
You can't make bids on items and then pick and choose which ones you want to pay for after the fact, even more so considering it was a counter offer that you accepted. You'll receive an NPD (non-paying bidder) notice on your account if you choose to not pay.
I wake up this morning to an eCheck from the user and 3 messages after the eCheck was sent.

I'm still fairly new to buying and selling on eBay been at it for probably a year now. I have had no problems and have built up a decent feedback score of 232 currently. I sold a 2010-11 ITG H&P Erik Gudbrandson card to a guy in Florida. Card is nothing special just a regular base card and guy paid $0.99 plus $2.75S/H on Friday Nov. 29th. Naturally because mail doesn't go out on Saturday and Sundays I got the card packaged and in the mail first thing Monday Dec. 2nd. I received a message on Dec 11th saying that he had not received the card yet and asked if there was any way of tracking it. I said no because tracking cost a lot more and he only paid $2.75 for shipping. He responded with he hopes that he gets the card on Friday. So today I got this:
I still haven't received the card, it's been 15 days, I would appreciate a refund at this point. I feel I have been patient enough, and with no way to track the letter, it just seems it has gotten lost. so please issue a me refund. Thanks.
First it hasn't even been 15 days since he paid and according to the time stamps and estimated delivery time given by eBay and PayPal the card is suppose to arrive between Wednesday Dec 11th & Wednesday Dec 18th. So I responded with this:
According to the time stamps on the payment made and shipping dates I received payment on Nov 29 (14 days ago today) which is a Friday. Mail does not get picked up or moved on Saturdays and Sundays so the card would of been put in the mail Monday December 2 which again is time stamped on the eBay website. This means the card has only been in the mail for 10 business days which is pretty average for mail going from Canada to the Southern United States. The eBay order form based on the day I put the card in the mail estimates that the card should arrive anywhere between Dec. 11th & the 18th. If the card has not arrived by the 18th I will happily refund you your money for the card but I am more than confident that the card will arrive within the estimated time. Thanks for you patience I know that cards the cross international borders take a while and it can be frustrating at times as the buyer!
I got this response in return:
Mail does get moved and delivered here in the US on Saturdays, if you said that one was sent on the same day and already received on Texas there is no reason i shouldn't have had mine yet. I will give it until tomorrow, if I haven't received it by then, I do expect a refund, waiting until the 18 puts it shy of a month, I have personally shipped automotive parts to Canada and they haven't taken this long.
I will let you know if I have or haven't received it tomorrow, if not, I except a refund. If you are unwilling, I can always go through PayPal.
Am I looking at my first negative regardless of the outcome? And is there anything I can do to prevent this from happening? I haven't responded yet as I'm just going to wait and see if the guy gets the card tomorrow.

By the tone of the buyers messages, yes, get ready for a neg. Also get ready to refund him either willingly or through Paypal. Even if the card arrives this buyer most likely won't admit it. I'm sorry but welcome to the world of Ebay.
Please do all us SCF members a favor and post the Ebay username so we may add him to our block lists.

I think it's going to be hard to reason with him...stuff from Canada to the USA can take a couple of days to well over a month - there's no rhyme or reason. In the reverse, I usually ask them to give it a little more time. If you feel you are out of luck and he's going to drop a negative, and since it's only a few bucks, you might want to consider just refunding him and asking him to repay once he has it. Yeah, I know...but you might be surprised. I'd rather give back a few bucks in good faith then take the negative, personally.

It looks like you are pretty much screwed. They are unreasonable and will deny getting the card even though they will get it. You are better off just refunding him. I know it sucks but that's the way ebay is nowadays.
You can report the buyer to ebay as well. It doesn't do much but if they see a pattern of the buyer doing the same things to other sellers they might suspend them.

Looks like you're gonna get a neg at this point no matter what. Unfortunately all the power is in the buyer's hands. If I were you, I'd just tell the guy he's a doorknob, and let him take it up with ebay. In the end, no matter what happens, you've lost the card, the buyer will get his money back, and you will get a neg. Let this winner do all the work. And yes, please post the username.

Some of you may remember the above post from last week. Well here is the message I receive from the buyer today,
hey man... i told ya i wouldnt receive it.... i have been tryin to locate
it for a couple days... i tracked it to the post office closest to the
physical address you sent it to and they told me that they sent it back to
the sender on saturday... so we gotta figure this out... u should receive
it sometime this week and when you do, you can either msg me n get my right
address (it should be right on my ebay profile now i changed it that day i
bought the card) and i will pay you for the shipping to send it back to me
at the po box... or you can refund me the money i paid.. id rather just pay
the shipping and have ya resend the card cuzi really want it.. but its your
call... let me knw what ya gonna do... happy hollidays

I don't even know how to reply to this, lol. It's not very often I'm speechless. My alarm bells are ringing internally saying this guy is just scamming me and I may as well refund him now because this card is loooooong gone. A few questions I would like answers to:
1) How did he receive the other item that was shipped to the address I sent to(he refers to it in his first PM at the top), the one on the Ebay order details, and paypal payment?
2) How was it possible for him to speak with a USPS rep at the local PO who just happened to notice and remember the 1 out of a 1000 non deliverables that day?
3) I did not send the item with tracking, but if this card doesn't come back, will these PM's I've received help at anyway with Ebay resolving in my favor?
