That's very strange, I have dealt with Sarvan multiple times and he has always sent the cards in a bubble envelope and top loader (no decoy cards). I never had an issue with any of the cards that I have received from him.

Well, he did it this time - in his explanation he said he didn't want to use a custom form - so maybe only USA buyers have to beware. That's a terrible reason not to send protected, though.aka Bear Ridge Collectibles

Anyone who says that they must fill out a customs form, to send a bubble mailer from Canada to the USA, is either lying to you, or being lied to by their post office.
You do not have to fill out a customs form to send a small, simple, oversized letter. I routinely put the proper postage on (in the form of a stamp) and drop it in the mailbox. I have NEVER had a package returned to me.
If I have no stamps, or the package is a little thicker than normal, I will go into the post office. I will hand them the bubble mailer, they will weigh it / measure it - and then charge me the correct postage. At multiple postal outlets, I have NEVER, EVER, been asked to fill out a customs for a package like that.
If you're sending a parcel, or something with insurance, that's different. Then you'd have to fill one out. A simple bubble mailer with a single card in it? It's not true.

^^^^^^^^^^^^ same here, they have tried before at the post office and I tell them no, I don't have to and just the postage is fine. They don't like that as you're telling them how to do their job, but surprise surprise, everything makes it to the destination.

Yeah..... and let me be clear: It may be that the postal workers that the seller in question deals with are wrong. He might be getting told that he "must" fill one out. It's not necessarily true that he's lying to cover his butt for sending in a PWE (though I still think "I'm lazy" is not a good reason, but I guess it is a reason) but is absolutely untrue that a bubble mailer requires anything more than a stamp.

I am sorry guys .. but i HAVE had packages returned to me with 1 card in bubble envelope that said must be shipped light packet written on the return sticker and light packet asks for a value to be entered into computer , also it was NOT the local post office , they sold me the stamps it was some sort facility along the way ..took over a week to be returned to my mail box
AGAIN this was a single card in toploader inside bubble envelope and has happened more than once before i gave in , because i got tried of explaining delay to buyers

There's a couple of ladies at the post office I frequent that are gracious enough to let me do oversized letter rate to the US as long as it's not too heavy. They never ask for a customs form however if it has to go as a light packet, then they fill one out.

I've heard this before, but it makes no sense to me. The clerks at the post office have no say as to what can get by at a certain cost and what cannot. They can only interpret the rules set out for them. Am I not correct?

I wrote nothing ... the lady at post office affixed stamps for the amount of over sized letter mail and took them from me ... week or so later they were back in my mailbox
