First of all, ANY members who has a feedback of under 20 must always send first. But, there are members who have "MUST SEND FIRST" under their name, and that will ALWAYS stick. These are members who most likely had a problem with a trade or two in the past and were forced to have that there in order to protect other members trading with them.

Well I mean how do we send at the same time if we're dealing paypal. I have someone wanting to buy a very highend card and a little shakey on sending it first and then getting the paypal. They almost have 20 feedback but still a little hesitant.
