It's cheaper to have a cell phone than it is a roof, or even to eat.
For all we know, he could have been laid off, unable to pay his rent, and keeps his cell phone (could even be prepaid) to set up job interviews. Can't really use a landline from his cardboard box...

Sure, that's an explanation. I wouldn't dare speak for you, but I would venture a guess that most poor people have a cell phone that they never even consider using for work. I walked the same route to an internship in Chicago everyday for a month. Same exact homeless people at the same exact spots. No setting up of job interviews.
