Back in The Olden Tymes, when you had to pay for your eBay winnings with a money order, feedback was a very important tool for buyers and sellers to communicate with. Now, in the age of instant paypal payment and gratification it's all gone to crap, along with manners and civility. I leave feedback after payment is made, thanking the buyer and informing him/her as to the shipping date. I'm lucky to see 2/3 of the feedback returned. I'm lucky in another way though........ at my age I won't live to see the eventual complete and total collapse of society :)

Here's how feedback works for me:
As a seller: You leave feedback for me first; everybody is happy, you receive feedback in return.
As a buyer: I pay for item, I receive item; you receive feedback.
Anyone have issues with this?

I followed this philosophy myself for the first three years on ebay. I've slightly changed that approach lately. Now I look at my buyers feedback left for others, and see 1) if they actually leave feedback, and 2) if they leave random negatives for people for easy to resolve issues. These two groups of people I withhold feedback until I either get feedback(no freebie feedbacks for non feedbackers) or the appropriate positive(from those that forgot to deal with their turrets that day). Everybody else that buys my items that are appear to be pleasant will get feedback as soon as I send the package. I find it easy to sell to people that don't have issues with angst!
Also for those sellers that appear to never leave feedback I generally hold it back unless they were ask for it wondering if I have received my package yet, and would leave it for me as well..... This has never happened as of yet.

Feeback left from 2 accounts - 6,900 approx on my selling. Feedback left on buying - 3,800 approx. 99.9 %
My feedback percentage has taken a dive. It has gone from 97% in 1999, to about 68% 2013-14. I have always left feedback first as a seller, and I always pay the buyers return shipping cost if I have created an error, even though you do not have to on eBay.
People as buyers nowadays cannot be bothered with the feedback system. It means nothing to them.

I leave feedback as a seller almost right away. Every now and then when I sell 50+ items in a given week I am slow to get to it. I have never received negative feedback and received neutral 3x. Once because of a Bob Dylan LP that I sold had 'glue' on the seam apparently and the other two times I accidentally sent their card to someone else. Both of those occasions said I had good Communication but I accidentally sent the card to another buyer.
Only time I forget to leave feedback as a buyer is when it approaches 6 weeks and I still havent received the item, that doesn't happen often.Master List: Hidden Content

That's actually pretty close.
I do exactly what cygnus said. When I sell, I leave feedback AFTER you leave it for me. That's when it's a completed transaction, and I know that the experience of dealing with that buyer has been positive.
When I'm buying, I'll leave you feedback as soon as I receive my end.

I always leave feedback.
So about 89% of sellers leave feedback based upon my experience because I do not sell.
