The Giants now have two No. 1 overall draft picks on the roster.
According to Adam Schefter of NFL Network, quarterback David Carr has agreed to terms on a one-year, $1 million deal. He can earn more in incentives.
Carr was the first overall selection of the Texans in 2002. He'll work behind quarterback Eli Manning, the first overall selection of the Chargers in 2004, who then was promptly traded to New York.
The former Texan spent five years in Houston before being released in 2007. He signed as a backup with the Panthers, but was cut again after only one year there.

Titans agreed to terms with WR Justin McCareins on a one-year, $1 million contract.
McCareins knows OC Mike Heimerdinger's offense and adds another deep threat to the Titans' middling receiver corps. But his signing bonus is small and he won't be guaranteed a roster spot. The Titans figure to keep rotating WRs in 2008, leaving McCareins to battle Brandon Jones, Roydell Williams, Justin Gage, Mike and Paul Williams, Chris Davis, and Biren Ealy for snaps.

NFL Network's Adam Schefter reports the Raiders have agreed to terms with WR Drew Carter.
Impact: Carter, 26, caught 38 passes for 517 yards (13.6 YPC) and four TDs as the Panthers' third receiver in 2007. He has no trouble separating, but has struggled to do the "little things" well. Carter will get good tutelage from WRs coach James Lofton and be a strong bet to pick up some starts when Javon Walker's knee acts up again. He's currently Oakland's third receiver.

JONES OUT IN MOTOWN

We’ve gotten confirmation from another source that running back Kevin Jones has been informed by the Detroit Lions that he will be released.
It’s not known whether the move has been made official.
Jones was a first-round pick of the Lions in 2004. A serious foot injury suffered during the 2006 season marred much of the 2007 campaign for him, and we’re told that there was concern that he might not be healthy for the start of the 2007 regular season.
The only other running backs currently on the roster are Brian Calhoun, Aveion Cason, and Tatum Bell.

49ers agreed to terms with WR Bryant Johnson on a one-year contract.Impact: Johnson, 27, caught at least 40 passes in each of the last four years as Arizona's third receiver. He has the speed Mike Martz likes outside, but isn't known as a precise route runner, a requirement in Martz's offense

Jets agreed to terms with TE Bubba Franks, formerly of the Packers.
Franks, 30, caught 18 passes for 132 yards (7.2 YPC) and three TDs in 2007 as Donald Lee's backup. He's slowed down quite a bit, but can still help in the run game. Franks will be the Jets' No. 2 tight end behind Chris Baker. Mar. 16 - 12:56 pm et

HACKETT LANDS IN CAROLINA

The Carolina Panthers continue to load up on pass catchers who might benefit from all the attention that Steve Smith receives.
After bringing back Muhsin Muhammad, the team has now added D.J. Hackett, formerly of the Seattle Seahawks.
Per Adam Schefter of NFL Network and Adam Caplan of Scout.com, Hackett will sign a two-year, $3.5 million deal with the Panthers.
Hackett has shown flashes of ability during his NFL career, but that potential wasn’t enough to get a team to open its wallet wider than $1.75 million per year.
Other teams interested in Hackett were the Seahawks, the Redskins, and the Buccaneers.
The Panthers also have Dwayne Jarrett, a second-round pick in 2007, and Travis Taylor, a well-traveled first-round pick of the Ravens in 2000.
