When you use a 3rd party, it's no different than buying a drum pedal from Guitar Center in the USA. The merchandise must pass through an In-Bond warehouse. Somebody must store that item until it clears customs. The import fee is the In-bond fee to hold the merchandise until it clears, Rent if you will.
eBay has their own bonded company that does this for their cost which is about $3.00, but they will charge you $27.00. eBay can make more money on charging In-Bond Brokerage Fees than they actually can on commissions.
Lets take for example a 12 inch Tom. If you bought it from me. I would show it as a Gift, with a value of 25.00 even though you might have paid me $75.00. You would have to pay Duty of the difference from $15.00 which you are allowed and $25.00. Because this difference is minor, Canada Customs would probably just let it through, I would ship using USPS, but would not be charged a Warehousing/In-Bond Handling Fee.
What eBay is doing if you used their Global Shipping Program. Is they are making certain that if you paid $75.00 for the Tom., that is the declared Value, They are charging you an In-Bond and Merchandising storage feed of $27.00 for that Tom to sit until it is cleared by Customs, the same way that I had it cleared but by using USPS and Canada Post.
eBay is being an In-Bond Middle Man and charging exorbitant fees for this. People are not sensible when they use eBay's Global Shipping because most are not told of Brokerage, In-Bond, Excise, Warehousing fees, etc and end up paying through the nose.Last edited by centrehice; 06-04-2014 at 12:56 PM.

I'm just trying to understand this so forgive me for being slow! haha
This just seems like a total scheme. As a buyer then it would make more sense to find listing that don't use this program at all. The seller would just use UPS or whatever it is with insurance and tracking and if Canadian customs decides to charge me for having the item imported then I'd just have to pay the fees when I pick up the package. Right?
Here are the details of the auction (my numbers were a bit off but close enough)

I sell 75% of all my cards to Canadians, I don't use any of eBay's nonsense services. I pay nothing other than postage. Refusing World business is refusing business period.

You will have to pay duty on the difference between $15.00 and $158.27 Unless eBay is collecting that.
Find out what an "Import Charge" is from eBay. I am guessing it's a brokerage fee for doing nothing.Last edited by centrehice; 06-04-2014 at 05:53 PM.

So many times I come across a card I want but then look elsewhere because of the GSP. Even the shipping alone is high enough. I recently just lost my top-rated seller status (still get 20% discount from final evaluation fees) and I assume it's because I sell to Europe a lot and it costs me $6.50 there abouts. I don't care about eating the cost every now and then since I have many ways of saving money.
It is a shame people like centreice and myself cannot do business together often enough unless it's a highly valued card. Even if it's a highly valued card, that $4 or so extra dollars is not going into either of our pockets. Just where do you think that GSP cost is going? Considering less than 1% of my packages were hit with customs in almost 4 years.
Not only that, but 1 of 2x I have ever used GSP they lost my friggin' package! A box of cards... lost. Scam.Master List: Hidden Content

I would have thought the import fee of $22.60 was partially taxes, as the standard Canada Post brokerage fee is about $10.
I don't like brokerage fees, but Canada Post is quite reasonable compared to others. On a couple of occasions I have brokered my own packages to save ridiculous fees from UPS.

Would recommend blocking user toell-alexa also.
Buyer made an offer on a card, I accepted the offer and the buyer didn't pay within 5 days after the purchase so I had to open a non paying buyer case. They eventually paid and I sent the card, but apparently the buyer didn't receive it. I take video of all packages being sent and apparently that wasn't enough so I lose the card and the paypal.

I declare $300.00 cards as $5.00 cards, when I have to declare nothing has happened in 15 years. Most times I never declare.
