You do not need a customs forms on any small bubble or PWE envelopes to the USA. They are not required. You are purposely slowing down the system and begging for a closer look at your items by Canada Post when you use these.

did i mention anything about a customs form ... do you think just because there is no sticker on it , i doesn't go through any inspection facility ?? if so i will make sure to leave the sticker off my nice small flat envelope of drugs next time

It's not your concern. US Customs and USPS don't give a damn about small envelopes. As long as you are not sending Ricin, they don't care. They go through scanners, and an occasional sniff test, but they really are not a worry.
Remember, your small envelope is coming from Canada, not Somalia.

excatly SCANNERS so if they decide to enforce the rules as stated ..ie anything but paper needs to be a light packet ie toploaders, then they will be returned to sender .. I personally had a package returned to me for incorrect postage and light packet written on the sticker .. the envelope contained 2 top loaders , at this point it appears to be select enforcement of the rules .. all i said is IFFF they decide to enforce rules as written dropping in mail box as opposed to the counter will make no difference cause they still could be sent back by someone along the line .

Scanners are a Homeland security thing, not a postage monitoring thing. Homeland security does not care if you are sending an envelope with $1.85 postage, when it should be $2.07, nor does USPS.
USPS just send it along, they don't do another thing.

I don't agree, while they may have decided to enforce it, no all employee will enforce it the same way. For instance if I go to my PO, they will talk ask if it's paper or not. The mail box does not ask question. Then when the mail is pick up, it's a other employee (not the one at the counter that will ask question). So to me they pass if I mail them in the mailbox and they don't at the counter. The choice is simple. Also if they start returning envelope then I will know they are enforcing it. Until then mailbox time.
As for custom form. Used to take 2 weeks or more with those. Now with my mailbox friend and no custom form they often take less then five days :)
So to me, until I see a change, I will not change this. They were asking this at the PO this last winter on the counter, So I stop going there and since zero issue. So the math are simple to me.

USPS does not enforce postage shortfall, or anything else. They simply don't do it. I don't know how you don't understand this.
Now if Canada Post catches it before it crosses the line, then that is different, but the USPS does not worry itself with small, insignificant pieces of mail.
The USPS handles more mail in one day, than Canada Post handles in 8 months.

Alright guys explain my scenario then .. cause i am not understanding ... I went to Post Office ( same one i always use , rural area , so same 3 employees as always ) mailed my envelope containing 2 toploaders , charged me oversize lettermail as usual .. a week or maybe week and 1/2 later .. envelope is in my mail box with a sticker for incorrect postage and light packet written on it .... so i return to same post office with envelope they charge me the difference for light packet and make me attach the little green customs sticker .. so somebody beyond my Post Office decided to kick back the envelope

That mail comes back to you from Canada Post, it does not get sent back by the USPS. Them making you attach a Customs Form is not required. Canada Post employees or Shoppers Drug Mart employees, are trained that you need a Customs form for a small envelope, but they are woefully wrong.
You do not need one. In the future, just get the postage correct and dump it into a Mail Box instead of giving it to an employee, and you should not have a problem.

yeah same deal, the packages don't even get close to the US before they get kicked back to you for insufficient postage. they come back from your nearest CP sort facility after it leaves your local PO.
word to the wise...a little chinese lady told me that if your local PO prints the postage sticker instead of putting stamps on it, it will NOT be returned to you. the little chinese lady works at my newly discovered post office and has been a huge help and by far the most competent canada post office worker i have delt with.
